Hi Dave,

1) How can I tell if the IIS SMTP server is installed?

Check registry or metabase.

2) If not installed, how can I start the Add/Remove applet in the Windows
mode with the SMTP server selected?

As I mentioned in your another new thread, there isn't a special command to
do this.

3) If not enabled, how do I enable it?

I think ping the 25 port is a doable way.
