Hackern.ini file = virus/trojan ?

On new PC's with WinXP (but with free Vista upgrades) there is a registry key
at: HKLM\System\ControlSet001\Services\Windows XP Vista that includes the
entries ImageFile=Hackern.ini.  There is another similar one in the same
location called Windows XP and ImageFile=HA.ini  The files, which reside in
the Windows folder, cannot be opened with an ascii text editor as the message
'File/Document not accessable' appears.  Is this a legitimate system file(s)
or something malicious ?  SAV keeps reporting a recurring trojan (generic
Trojan Horse description), which it quarantines, but the source of the trojan
is elusive and keeps coming back - even without reboots.  TIA ...
