MT.EXE and Error 9009

Having trouble getting the Manifest Tool (mt.exe) to work in a post build
step. Either returns error 9009 or the help info. Seen other people have had
this but no solutions. My original step, which I got off CodeProject site was:

$(DevEnvDir)..\..\SDK\v2.0\bin\mt.exe -manifest
$(ProjectDir)$(TargetName).exe.manifest
-outputresource:$(TargetDir)$(TargetFileName);#1

But gave error 9009- didn't like the beginning "C:\Program ", error text in
the output windo being "'C:\Program' is not recognized as an internal or
external command, operable program or batch file."

So I put that $(DevEnvDir) into quotes:

"$(DevEnvDir)"..\..\SDK\v2.0\bin\mt.exe -manifest
$(ProjectDir)$(TargetName).exe.manifest
-outputresource:$(TargetDir)$(TargetFileName);#1

Now it finds and runs mt.exe but all I get is what I get when I run mt.exe
from a command prompt as "mt /?". It simply doesn't seem to do anything. Need
to elevate my apps' permissions and it doesn't do it.

What am I missing here?
