Access denied to dial-in properties

I have 2 Domain controllers in my domain. On the 1st domain controller
everything works fine. On the 2nd Domain controller (an exchange server) i
can create a user account, set it all up, but when I click on dial-in
properties tab i get the following message.

"Could not load Dial-in profile for this user because: Access Denied."

Any help with this error would be greatly appreciated.
