Hi Joe,

Yes it can.  In order to enroll you will need to ensure that the domain
controllers have Read and Enroll permissions to the template.  If you wish
to autoenroll and are using Windows Server 2003 EE for the CA then you can
also grant them the autoenroll permission for automatic enrollment.
