You don't add users to OUs via the user's properties.  You move users (and
other objects for that matter) into OUs.  If using ADUC, right-click on the
object and select move.  Under the covers, this is a rename operation (as
you're changing the DN).

If you create a new user via the admin tools, then they will be created in
the necessary OU (you right click on the OU and choose to create a new
user).  How are you creating the user?  The only way that it'll default to
the default container is if you're using the old Net APIs.
