How do I copy the permissions of of an AD object?

I'm working with a company that has put all of their users, service accounts,
& security groups in the default "User" container in their domain. They want
to split those out into seperate sub-OUs now. However, the default containers
don't allow sub-OUs. So it will require that we create a root OU and then
create sub-OUs for each user type. All of their past delegations and stuff
for the "User" container will need to move setup on this new root OU.

Is there a command or tool that can "copy" the permissions on the "User"
container over to a new OU? Or will I have to go to the security tab of the
"User" container, select Advanced and create every line in there on the new
OU manually?
