Email address are not populating after account creation

Guys,

Just found out recent accounts that we have created are not populating the
email address (smtp & X400).  I tried to create manually to troubleshoot the
situation.

The username is not resolving in outlook when I type it in.

I am not sure where to start logging besides the event logs.

Any sugguestions?
