A domain controller authenticates users which accounts reside in its
domain - so in order to make your authentication process efficient, you
would want to ensure that there is at least one local DC per site for each
domain, as long as you expect a number of users to be present at that site
on the regular basis (unless you have high bandwidth/low latency/low usage
WAN links, in which case you can implement custom site coverage
configuration with a single domain controller handling authentication for
multiple sites)...
