Display Log Off in Start Menu

I created an OU and added a user into it. Then I created a GPO and linked
that to this OU. Then from User Configuration> Admin Templates> taskbar &
start menu I enabled Remove Log Off from Start Menu.
When the user logs on the same system (DC) it takes effect: Log Off is not
available in start menu. But when he logs on some other system the new
configuration does not  have any effect.
How can I configure it so that regardless of the system the particular user
logs on log off won't be available in his start menu?
